RH Energytrans LLC (RH) has filed an application with the US Federal Energy Regulatory Commission (FERC) requesting to construct and operate a new interstate natural gas pipeline system. The proposed Riseberg Line includes pipeline facilities, two compressor stations, metering and regulating stations, and appurtenant facilities in Pennsylvania and Ohio, USA.
The Riseberg Line will provide 55,000 dekatherms per day of firm natural gas transportation service to satisfy supply and delivery needs of DEO, a local distribution company serving communities in northeast Ohio, and the gas transportation requirements of other customers in the project area. The target in-service date for the project facilities is November 1, 2018.
The project will include 60 miles (96 km) of 8- and 12-in. (203- and 305-mm)- diameter pipeline and two compressor stations totaling 1862 hp (1389 kW). It will incorporate approximately 32 miles (51 km) of existing 8- and 12-in.-diameter natural gas gathering pipeline, which RH will acquire and convert to natural gas transmission service, and 28 miles (45 km) of new 12-in.-diameter pipeline. RH will also acquire two existing natural gas gathering compressor station sites, as well as a total of four compressor units currently or formerly used in natural gas gathering service. It will install or reconfigure these compressors for use in the provision of transmission service on the Riseberg Line.
RH will purchase approximately 26 miles (42 km) of existing 12-in.-diameter and 5 miles (8 km) of existing 8-in.-diameter natural gas pipeline from EmKey Gathering. It will qualify these facilities for conversion to natural gas transmission service, and will extend the system to its planned terminus through construction of an additional 28 miles of new 12-inch pipeline. The existing pipeline facilities to be converted to transmission service begin at an interconnection with a natural gas transmission system owned and operated by Tennessee Gas Pipeline Company LLC at the existing Meadville Compressor Station site in Crawford County, Pennsylvania.
RH will install a pig launcher at the Meadville Compressor Station site, and will make use of existing compressor station foundations at the Meadville Compressor Station site to accommodate the installation of one 728 hp (543 kW) gas-fired reciprocating compressor unit which RH will purchase from EmKey Processing.
In order to enhance the reliability and security of the Risberg Line system, RH needs to install additional compression beyond the 728 hp of compression it plans to install at the Meadville Compressor Station. Although it would be possible to add the required compression at Meadville, a more economical alternative is available in the form of the existing County Line Compressor Station, which in Elk Creek Township in Erie County, Pennsylvania. The County Line Compressor Station includes three gas-fired reciprocating compressor units rated at 378 hp (282 kW) each. RH would acquire this compressor station and the three compressor units installed there from Mid American, and would modify the station’s configuration to allow single stage compression. RH also proposes to modify existing suction and discharge piping and to construct various upgrades at the County Line Compressor Station.
