RH energytrans, LLC (“RH”) is the holder of a Natural Gas Act certificate of public convenience and necessity authorizing it to construct, own, operate and maintain an interstate natural gas pipeline known as the Risberg Line traversing Crawford and Erie Counties in Pennsylvania and Ashtabula County, Ohio. The purpose of this letter is to seek approval from the Director of the Office of Energy Projects (“OEP”), as contemplated by the Certificate Order’s Environmental Condition Nos. 4 and 5, for a variance that would allow RH to leave temporary equipment bridges in place for an extended period.
